The Hill Names Crowell & Moring Partner Jim Flood One of the "Top Lobbyists of 2019"

Washington – December 20, 2019: The Hill has named Jim Flood one of the “Top Lobbyists of 2019.” According to The Hill, inclusion on the list reflects “the broad range of talents needed to succeed in the influence industry.”
As chair of the firm’s Government Affairs practice, Flood advocates for clients before the White House, Congress and federal agencies. For example, this year he led a team of lobbyists and lawyers that successfully persuaded Congress to pass the U.S. Victims of State Sponsored Terrorism Clarification Act, which made crucial changes to the U.S. Victims of State Sponsored Terrorism Fund, which the firm led the effort to persuade Congress to create in 2015. The new law both protects and increases available funds for U.S. victims of state sponsored terrorism as well as victims of the September 11, 2001 attacks. Flood also led a multi-firm lobbying effort in 2019 that successfully persuaded the UAE and Kuwait to unfreeze $500 million for a client wrongfully frozen in Dubai. Finally, he is currently working with Crowell & Moring partner David Hammond and leading a multi-firm U.S. and UK team that is advocating for the release of investment executives Saeed Dashti and Marsha Lazareva, as well as her five year old U.S. son Yvan, from Kuwait.
Flood, a former federal prosecutor and counsel to Senator Charles E. Schumer (D-NY), has more than two decades of experience providing strategic government affairs and legal advice to clients facing issues in Washington, D.C. He leads a team that includes former Senate Majority Leader Mitch McConnell (R-KY) staffer Scott Douglas, former Senate and House Republican staffer Byron Brown, and former House Democratic staffer and Congressional Black Caucus Fellow Jerrica Mathis, as well as former House Democratic staffer Tim Shadyac. Flood focuses on assisting clients before the White House, Congress and federal agencies in the health care, energy, and government contracts sectors, among others.
