The Hill Names Crowell & Moring’s Jim Flood, Aaron Cummings, and Kate Beale Top Lobbyists of 2023

The Hill named Crowell & Moring’s James “Jim” Flood, Aaron C. Cummings, and Kate Beale to its list of Top Lobbyists of 2023. The list recognizes “impactful advocates [who] stand out for the results they’ve delivered for their clients, companies, trade associations and advocacy groups in the nation’s capital.”

As co-chair of Crowell’s Government Affairs Group, Flood advocates for clients before the White House, Congress, and federal agencies. A former counsel to Senator Charles E. Schumer (D-NY) and former federal prosecutor, Flood has more than two decades of experience providing strategic government affairs and legal advice to clients facing issues in the nation’s capital. He creates successful federal government affairs strategies and teams, incorporates legal and regulatory guidance, and builds and manages coalitions on behalf of clients in the defense, energy, financial services, healthcare, and terrorism victims’ space.

Cummings serves as the co-chair of the firm’s Government Affairs Group and provides counsel and advocacy to clients on legislative and policy matters in a range of areas including antitrust, financial services, health care, energy, intellectual property, artificial intelligence, technology, agriculture, and national security. He has years of high-level experience on Capitol Hill, where he served as chief of staff to U.S. Senator Chuck Grassley (R-IA), the longest serving Republican Senator in history, and current president pro tempore-emeritus of the Senate. As Senator Grassley’s chief of staff, Cummings worked closely with other members of Republican Senate Leadership and their senior staff to advance the priorities of the Republican Caucus and to set the agenda for the Senate.

Beale is a senior policy director in Crowell’s Government Affairs Group and a managing director in C&M International, the global government relations, public policy, and public affairs affiliate of the firm. She supports clients in their efforts to shape legislative and regulatory policy. A former legislative staffer to Senator Hillary Rodham Clinton (D-NY) and Senator Kirsten Gillibrand (D-NY), as well as a President Obama presidential appointee, Beale brings 20 years of experience leading foreign policy, global health, humanitarian assistance and economic policy at the grassroots level, Congress, U.S. federal government, and private sector. Prior to joining Crowell, she was the associate vice president of international advocacy for The Pharmaceutical Research and Manufacturers of America (PhRMA). At PhRMA, she led the association’s advocacy efforts in India, Australia, and Washington, D.C.
