Crowell & Moring Elects Eight New Partners and Promotes Seven to Senior Counsel and 26 to Counsel Positions

Washington – January 2, 2020: Crowell & Moring elected eight lawyers to the firm’s partnership, effective January 1, 2020. The firm also promoted seven attorneys to the position of senior counsel, and 26 associates to the position of counsel. The new partners have been promoted from within the ranks of the firm’s Washington, Los Angeles, and San Francisco offices. The new partners have been promoted from across offices and practice groups, including White Collar & Regulatory Enforcement, Health Care, International Trade, Intellectual Property, Privacy & Cybersecurity, Government Contracts, Litigation, and Antitrust.

The newly elected partners are:

Nimi Aviad (Los Angeles) – A member of the White Collar Crime & Regulatory Enforcement Group and of the firm's Investigations Group, Aviad’s practice focuses on representing and counseling corporate and individual clients in white collar criminal defense, regulatory enforcement actions, grand jury investigations, internal corporate investigations, and in related complex civil litigation matters. He has represented individuals and corporations in the course of investigations and enforcement actions by the Department of Justice, the Securities and Exchange Commission, the Commodity Futures Trading Commission, The Board of Governors of the Federal Reserve System, the California Fair Political Practices Commission, state attorneys' general, and local California district attorneys, among other domestic and international enforcement bodies and regulators.

Gary Baldwin (San Francisco) – Baldwin practices in the Health Care Group. His practice is focused on health plan regulatory compliance, which includes compliance with the Knox-Keene Act, Affordable Care Act and California's Medi-Cal program requirements. His compliance practice ranges from licensing filings including preparing health plan licensing application and health plan change of control filings, to potential regulatory enforcement actions.  Prior to joining Crowell & Moring, Baldwin was the Deputy Director, Plan and Provider Relations, at the California Department of Managed Health Care, where he was the primary advisor to the director on plan and provider issues and provided strategic planning and policy direction on emerging issues and industry trends. He also served as the liaison with Covered California on issues pertaining to the approval of the health plan products offered on the exchange.  His DMHC experience included health plan licensing matters, provider reimbursement complaints as well as consumer related grievances. 

Jana del-Cerro (Washington) – A member of the firm’s International Trade Group, del-Cerro counsels clients with respect to U.S. export controls and economic sanctions, with a focus on technology and software transfers. She works with U.S. and non-U.S. clients on all aspects of export compliance, including day-to-day compliance counseling, developing compliance programs, completing commodity jurisdiction and classification analysis, conducting export trainings, and performing M&A due diligence and coordinating related regulatory submissions. Del-Cerro works with clients across a broad range of industries, from traditional aerospace and defense manufacturers and multi-national software companies, to start-ups in the technology sector, and regularly represents them before the Departments of Commerce, State, and Treasury in responding to government inquiries, conducting internal investigations, and in voluntary disclosures and enforcement proceedings. Del-Cerro earned her J.D. from the American University, Washington College of Law, her M.A. in international affairs from the American University School of International Service, and her B.A. from the University of Virginia.

Vincent Galluzzo (Washington) – Galluzzo is a member of the firm's Intellectual Property Group. His practice focuses on patent and trade secret litigation at the trial-court level, patent litigation before the Patent Trial and Appeal Board, appeals at the U.S. Court of Appeals for the Federal Circuit, and other intellectual property and technology litigation, especially as it relates to computer and electrical systems. He also counsels his clients on navigating licensing and intellectual property protection issues and monetization strategies, and evaluating infringement, validity, and enforceability issues for patent owners and third parties. Galluzzo is also an adjunct lecturer at Johns Hopkins University’s Information Security Institute and teaches a privacy law class every spring semester. Galluzzo graduated magna cum laude with a B.S. in Computer Engineering from the University of Florida and graduated cum laude with a J.D., also from UF.

Kate M. Growley (Washington) – Growley is a member of the Steering Committee for the firm's Privacy & Cybersecurity Group, while working closely with the firm's Government Contracts and Litigation groups. Her practice covers a wide range of information security counseling and litigation engagements, including cybersecurity compliance, incident response, regulatory investigations, and disputes surrounding data breaches and trade secrets. Kate’s cybersecurity practice often focuses on the government contracting community, particularly those working with the Department of Defense.  Her work in these and other contexts frequently involves close engagement with in-house and third-party technical resources, as well as regulatory and business stakeholders. Growley is a Certified Information Privacy Professional for both the U.S. private and government sectors by the International Association of Privacy Professionals (CIPP/US/G). She serves as co-chair of the ABA Public Contract Law Section’s Cybersecurity, Privacy, & Data Protection Committee, as well as the Science & Technology Section's Homeland Security Committee. She is also a Fellow of the American Bar Foundation.  

Mana Lombardo (Los Angeles) – A member of the Government Contracts Group, Lombardo concentrates her practice on government contracts litigation and counseling. She has extensive experience defending companies under the False Claims Act, and co-leads the firm’s False Claims Act working group. She conducts internal investigations and counsels on public sector contract compliance and procurement fraud. Her practice also involves negotiations and disputes between prime and subcontractors, government audits and investigations, procurement integrity, cost allowability, organizational conflicts of interest, mandatory disclosure, contractor labor law, quality assurance standards, and other ethics and compliance issues under the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement. Lombardo litigates a variety of procurement fraud matters against the Department of Justice, local public entities, and "qui tam" whistleblowers under the Federal and California State False Claims Acts. Lombardo also co-hosts the firm’s False Claims Act podcast.

Kristin Madigan (San Francisco) – A member of the firm’s Litigation and Privacy & Cybersecurity groups, Madigan’s practice focuses on high-stakes complex litigation with a focus on technology, as well as privacy and consumer protection matters.  Madigan joined Crowell & Moring from the FTC, Bureau of Consumer Protection, Division of Privacy and Identity Protection, where she led privacy and data security investigations and enforcement matters.  In addition, Madigan has over a decade of experience in private practice representing major technology companies in high-stakes intellectual property, trade secret, competition, and other litigation matters, including a four-week jury trial in the Northern District of California.  Madigan is a Certified Information Privacy Professional/United States (CIPP/US) and counsels clients on California Consumer Privacy Act (CCPA) and FTC compliance.  Madigan serves as vice-chair of the ABA Section of Science & Technology Law: Internet of Things.  She is also a frequent speaker on data privacy and cybersecurity topics.

Luke van Houwelingen (Washington) – A litigator in the firm’s Antirust Group, van Houwelingen represents clients in transportation, health care, technology, hospitality and other industries in antitrust and other complex civil litigation and arbitration. His practice includes defending Fortune 500 companies in civil antitrust litigation as well as representing plaintiffs in antitrust recovery actions and arbitration. Van Houwelingen is also active in pro bono matters, with an emphasis on disability rights and special education litigation, and was recently honored for his pro bono work with Crowell & Moring’s George Bailey pro bono award. He received his J.D. from Georgetown Law Center and a Bachelor of Music degree from the Manhattan School of Music. Prior to joining Crowell & Moring, van Houwelingen clerked for the Honorable Helen G. Berrigan of the United States District Court for the Eastern District of Louisiana.
