Overview

Rosa M. Morales is a trusted antitrust and complex litigation counsel with over a decade of experience securing results in high stakes matters for Fortune 500 companies, leading institutions, and senior executives. Known for her strategic judgment and steady leadership, Rosa represents clients in antitrust litigation, class actions, and regulatory investigations with a focus on clarity, coordination, and commercial alignment.

Her practice spans key sectors—including health care, pharmaceuticals, wholesale distribution, higher education, financial services, and retail—where she regularly handles matters involving allegations of price-fixing, monopolization, exclusive dealing, market allocation, and group boycotts. Rosa also advises clients navigating enforcement actions and investigations by the DOJ, FTC, state attorneys general, and congressional committees.

Rosa brings significant experience managing multidisciplinary litigation teams, including in-house legal departments, outside counsel, and economic experts. She is known for fostering high-performing teams marked by efficiency, accountability, and strategic cohesion. Clients and colleagues alike value her ability to drive execution while mentoring junior lawyers and aligning litigation strategy with long-term business goals.

In addition to her litigation work, Rosa serves as a strategic advisor to general counsel and boards on antitrust risk, compliance planning, and regulatory response. An active thought leader in the antitrust community, Rosa currently serves on the Executive Committee of the New York State Bar Association Antitrust Section and co-chairs its Class Action and Private Litigation Committee. She was appointed vice chair of the ABA Antitrust Law Section’s Joint Conduct Committee for the 2025–2026 bar year and also serves as a contributing editor to its publication, Quick Look. Rosa is a frequent speaker and writer on emerging antitrust issues, with recent presentations at programs hosted by the ABA, NYSBA, New York City Bar Association, and Practising Law Institute.

Rosa’s commitment to service extends beyond the courtroom. She was recognized with the 2025 Pro Bono Star Award by Human Rights First for her successful trial representation of an LGBTQ asylum seeker and her family. She regularly represents pro bono clients in immigration, voting rights, and family law matters and serves as a mentor to first-generation and underrepresented attorneys. Rosa also serves as an advisor to the New York City Opera, reflecting her broader commitment to the arts and civic life.

  • Representing leading higher education institution in a congressional inquiry into potential antitrust and related violations.
  • Represented a multinational Fortune 20 health care services company as a third party in the FTC’s conduct investigation and subsequent litigation against Vyera Pharmaceuticals.
  • Represented a major telecommunications and media company in its $1.175 billion sale of its anime streaming subsidiary, Crunchyroll, to Sony.
  • Counseled multiple technology companies and a major telecommunications and media company as third parties in federal and state antitrust investigations involving digital platforms and emerging tech markets.
  • Represented a certified class of indirect purchasers in tying and anti-steering claims against Sutter Health, one of the largest hospital systems in California.
  • Represented over 60 merchants and merchant coalitions in long-running antitrust litigation against Visa and MasterCard over credit and debit card interchange fees.
  • Advised a federal district court as court-appointed expert on economic damages in a reverse-payment antitrust case involving blockbuster pharmaceutical drugs.
  • Defended a major Japanese airline in civil antitrust litigation following DOJ investigation into alleged international airfare price-fixing.
