Overview

Government contractors across industries turn to Peter Eyre for guidance on their most important challenges. He advises clients on a wide range of complex and high stakes litigation, counseling, crisis management, and transactional matters.

Peter has deep experience with suspension and debarment proceedings, mandatory disclosures, and parallel government proceedings. He guides clients through the due diligence and structuring of transactions, and helps them to review, enhance and implement compliance programs. Peter has considerable experience representing clients in all manner of dispute resolution, as well as crisis management, complex investigations relating to the civil False Claims Act, the Anti-Kickback Act, the Procurement Integrity Act, and other civil and criminal matters at the federal, state, and local levels.  He has handled a wide variety of contract and grant administration matters.

Peter is a partner and co-chair of the firm’s Government Contracts Group and a member of the firm’s Management Board and Executive Committee. He has been nationally ranked by Chambers USA in Government Contracts since 2014. He has been recognized as a “Client Service All-Star” by Thomson-Reuters and Acritas.

Peter is the co-host of “Fastest 5 Minutes, the Podcast Government Contractors Can’t Do Without,” which provides a biweekly summary of significant government contracts legal and regulatory developments. He is a primary author of the government contracts chapter in “Successful Partnering Between Inside and Outside Counsel,” a joint project between the Association of Corporate Counsel and Thomson Reuters. Peter is co-chair of the Mergers and Acquisitions Committee of the ABA Public Contract Law Section.

In addition to his work for government contractors, Peter serves as the coordinator of the Construction Industry Ethics and Compliance Initiative. Since 2000, he has worked in a senior capacity for the Commission on Presidential Debates, the non-partisan entity responsible for producing the general election presidential and vice presidential debates. In 2004, 2008, 2012, 2016, and 2020, he served as senior advisor to the Commission, where his portfolio included campaign negotiations and media relations. In 2008, 2012, 2016, and 2020, Peter also served as a spokesperson for the Commission; he appeared on numerous local and national broadcasts and was quoted widely in local and national newspapers.

Peter previously served on the board for DC Appleseed Center for Law and Justice, a nonprofit focusing on solving problems affecting the daily lives of those who live and work in the National Capital Area.

Government Contracts Due Diligence and Transactions

  • Provided government contracts counsel to Madison Dearborn Partners and CoVant Management in connection with significant transactions: (1) acquisition of LinQuest Corp, a provider of space technology solutions; (2) sale of LGS Innovations, a leading provider of global networking products and services, to CACI; (3) acquisition of Aevex Aerospace, a provider of full-spectrum airborne intelligence solutions; (4) acquisition of Arch Precision Components, a leading producer of complex, mission-critical components; (5) acquisition of Matrix Operating Group, a leading provider of airborne intelligence solutions; and (6) acquisition of Unison, a leading provider of procurement, supply chain, and contract management software to U.S. federal government agencies and government contractors.
  • Provided government contracts counsel to Halfaker and Associates, a technology solutions provider within the government’s health, intelligence, defense, and security sectors, in connection with its sale to SAIC.
  • Provided government contracts counsel to Huntington Ingalls Industries in its acquisition of Fulcrum IT Services LLC.
  • Provided government contracts counsel to PAE in its acquisition of Metis Solutions Corporation, a leading provider of intelligence analysis, operational and tactical training, and program management.
  • Provided government contracts counsel to Arcline Investment Management in connection with the formation of Quantic, a company established to provide mission-critical electronics components for high-value applications, and acquisition of Evans Capacitor Company and TRM Microwave, a global leader in custom radio frequency and microwave components for the military, space, and commercial markets.
  • Provided government contracts counsel to Audax Private Equity in connection with acquisition, reorganization, and sale of entities within its portfolio.
  • Represented Accenture Federal Services on government contracts matters relating to its acquisition of Novetta, an advanced analytics company.

Suspension and Debarment

Peter has handled suspension and debarment matters before a wide array of federal agencies, including the Army, Air Force, Navy, Department of Commerce, Environmental Protection Agency, General Services Administration, Department of Justice, Department of Homeland Security, Department of Education, Department of Transportation, Small Business Administration, and U.S. Agency for International Development. Representative matters include:

  • Represented public company in suspension and debarment matters relating to security clearance issues.
  • Represented public company in suspension and debarment matters relating to bribery allegations and corresponding settlements with the Department of Justice.
  • Represented public company in General Services Administration suspension and debarment proceedings relating to alleged procurement improprieties.
  • Represented contractor in Air Force suspension and debarment proceedings relating to counterfeit products.
  • Represented environmental remediation company in suspension and debarment proceedings relating to violations of the Clean Water Act.
  • Represented government contractor in Army suspension and debarment matter relating to alleged violations of the Procurement Integrity Act.
