Washington, D.C. – September 25, 2013: Crowell & Moring LLP is pleased to announce the addition of Evan D. Wolff as a partner to the firm's Government Contracts Group in Washington, D.C. Most recently, Wolff served as director of the Homeland Security Practice at Hunton & Williams LLP. Prior to that, he served as an advisor to the senior leadership at the Department of Homeland Security (DHS) and other U.S. government agencies.
"Companies and industries are dealing with infrastructure protection and cybersecurity issues that cut across the globe and require compliance with a growing thicket of regulatory requirements. Evan's substantial security background, government experience, and industry knowledge, particularly in critical infrastructure, energy, and transportation, add further depth to our government contracts bench and the substantial capabilities we offer our clients," said Angela B. Styles, co-chair of Crowell & Moring's Government Contracts Group. "We are thrilled to have Evan on board."
Wolff's practice is focused on three primary areas: homeland security regulatory counseling; security risk management and consulting; and cybersecurity compliance and investigation. He provides regulatory advice and counsels clients regarding federal security regulations, including: DHS, Chemical Facility Anti-Terrorism Standards (CFATS), and Maritime Transportation Security Act (MTSA); North American Electric Reliability Corporation (NERC); Critical Infrastructure Protection Standards; Transportation Security Administration Pipeline Security Guidelines; and Pipeline and Hazardous Materials Safety Administration regulations and guidelines.
On the security risk management front, Wolff advises critical infrastructure companies, including the nation's largest pipelines, energy, water, transportation, and defense companies on risk management and liability issues. These include advising on the use of the Support Anti-Terrorism by Fostering Effective Technologies Act of 2002 (SAFETY Act) and developing security compliance policies and protocols along with counseling on associated governance issues.
Additionally, Wolff advises and counsels companies on cybersecurity regulatory and compliance issues, including traditional privacy and data security regulations that affect energy, banking and finance, and defense sectors. He also provides clients with guidance on intellectual property theft and industry control system security.
"Crowell & Moring has a preeminent Government Contracts Group, and I am proud to become part of such a world-class team. Access to the firm's other industry-leading practices, including the Environment, Energy & Resources Group and the Privacy & Cybersecurity Practice provide the perfect platform upon which I can continue to build my practice in a very collaborative and inter-disciplinary way that meets my client's needs. I look forward to working with this distinguished group of attorneys," said Wolff.
Wolff has also joined The Chertoff Group as a managing director, a non-legal role, where he provides clients strategic advice on security risk management, threat detection technology, analytics, cybersecurity, and privacy.
Wolff is highly active with several leadership roles within the security/cybersecurity community. He is deputy director of the Aspen Institute's Homeland Security Group, and he also serves on the Sandia National Lab Homeland Security Advisory Board, the Board of Advisors of the Homeland Security and Defense Business Council, and the U.S. Chamber of Commerce National Security Task Force. Wolff is also a senior advisor to the ABA's Standing Committee on Law & National Security and co-chair of the Homeland Security Law Institute.
Wolff received his J.D. and Environmental Law Certificate from the University of Maryland School of Law, his Chinese Law Certificate from Duquesne University School of Law, his M.S. in geology from Northern Arizona University, and his B.S. from the University of Maryland.
