Rebecca Valentine

At DOJ, Becky reviewed major corporate mergers and led government investigations and challenges in the defense, industrials, and aerospace sectors. She developed antitrust frameworks to guide teams of attorneys and economists from an investigation’s inception through disposition. Her portfolio of experience at DOJ includes lead and major roles on the UTC/Raytheon, CVS Health/Aetna, Amcor/Bemis, Danfoss/Eaton, Cargotec/Konecranes, TransDigm/Takata, Danone/Whitewave, and Fresh Express/Dole transactions. Becky’s experience spans industries as varied as plastics, steel, satellites, shipping, food retail equipment, mission-critical defense products, aerospace components, security screening, dairy products, and bagged salad. As a case team lead, Becky routinely coordinated with state and international regulators on cross-border enforcement, and she understands how these enforcers approach complex matters. With her extensive experience and keen insights, Becky can navigate any hurdle posed by a government merger or conduct investigation, whether a Second Request or other compulsory process, the need for litigation preparedness, or remedy negotiations.   

In 2023, Becky served as international counsel at the Antitrust Division, where she advised the assistant attorney general for antitrust on international matters in the Asia-Pacific region, facilitated cross-border mergers, conducted communications between case teams, and negotiated trade-related issues with the Office of the U.S. Trade Representative on behalf of the DOJ. 

Prior to joining the Division, Becky spent seven years in private practice representing clients in antitrust litigations and merger matters.  She began her career as an Honors Paralegal at the Federal Trade Commission, where she worked for three years. 

Becky has been an active member of leadership in the American Bar Association’s Section of Antitrust Law (ABA SAL) for 15 years and is currently serving her second three-year term as a member of Council. She also has served as counsel to the chair, vice chair of the ABA SAL annual Spring Meeting, vice chair of the ABA SAL’s Master’s Course, vice chair of the Federal Civil Enforcement Committee, co-chair of Committee Operations, a co-chair of the Section's Long Range Planning Committee, and a member of the ABA SAL Nominating Committee. Becky is a regular speaker on antitrust topics within the Division and for the ABA. 

Becky has served as a mentor to young and diverse legal professionals throughout her career and, while at DOJ, trained younger attorneys in investigative planning, interview techniques, deposition strategy, negotiations with parties and third parties, timing agreements, technology-assisted review, and internal advocacy. Her pro bono practice has focused on helping individuals experiencing housing insecurity and advocating for unaccompanied minors across the US-Mexico border.
