Kat Ullrich

Kat advises a wide range of health care clients on regulatory and policy matters across the Medicaid, Medicare, and commercial health plan spaces. Her experience includes counseling on fraud, waste, and abuse issues with a particular emphasis on the Anti-Kickback Statute, corporate integrity agreements, and health care privacy laws, including HIPAA and 42 C.F.R. Part 2. She also has experience with provider contracting and designing compliant quality and incentive programs.

In the Medicaid arena, Kat has worked on CalAIM regulatory matters and has advised on compliance with California Department of Health Care Services (DHCS) and other state Medicaid requirements. She helps clients assess regulatory obligations, develop compliance strategies, and address operational challenges in highly regulated environments. Kat also brings experience supporting matters involving government investigations, further informing her practical and risk-focused approach to health care counseling.

Kat earned her law degree from Loyola Law School in Los Angeles, where she externed for a Medicare Advantage plan and served as the Health Law and Bioethics Association’s president. Prior to law school, she worked in a behavioral health provider’s contracting department, where she developed a foundational understanding in the health insurance industry.
