Washington – June 10, 2026: Crowell & Moring has been recommended in eight practice areas in the 19th edition of the Legal 500 United States. The Chambers guide ranks the country’s top law firms and lawyers through in-depth research, client interviews, and feedback from attorneys at peer firms. 

On March 22, 2023, the Department of Defense (DoD) issued a proposed rule that would amend the Defense Federal Acquisition Regulation Supplement (DFARS) to require certain contractors to provide export authorizations to the Defense Authorization Management Agency (DCMA).

The U.S. Department of Commerce (“Commerce”) is seeking public comment on how to protect national security while boosting investment in the domestic semiconductor manufacturing industry as part of a new financial incentive program established under the CHIPS and Science Act. Commerce has issued a proposed rule (the “Proposed Rule”) that would define key terms used by the incentives program, such as “legacy semiconductors” and “semiconductor manufacturing,” while also outlining the criteria Commerce would use to claw back funding from companies that make certain investments in semiconductor manufacturing in China and other foreign countries of concern.

On February 24, 2023, the United States and other G7 nations announced a number of new sanctions and export control measures coinciding with the one-year mark of Russia’s military invasion of Ukraine. Shortly after these expansive sanctions and export controls were announced, the Departments of Justice (“DOJ”), the Treasury (“Treasury”), and Commerce (“Commerce”) issued their first-ever joint guidance regarding a planned crack-down by these agencies on sanctions and export controls evasion related to Russia in concert with DOJ’s sweeping announcements of a renewed focus on corporate compliance with sanctions and export controls.

Meeting U.S. customs law requirements can be challenging, time-consuming, and very costly for importers if not done right. Non-compliance with customs laws can result in civil and criminal penalties, denial of entry, seizure and destruction of goods. It is imperative for importers to have a solid protocol for applying the critical rules on a day-to-day basis.
