Developments re: the Mentor-Protégé Program and Small Business Joint Venturing
In the past year, there have been a number of developments with respect to the Small Business Administration’s Mentor-Protégé Program and small business joint venturing.  Join Crowell & Moring Government Contracts attorney Olivia Lynch as she discusses regulatory changes and proposed changes – including SBA’s recent rulemaking that propose amendments to numerous key provisions (discussed here) as well as SBA’s request for comments on whether SBA should continue to allow mentor-protégé joint ventures to be eligible for multiple-award contracts (discussed here) – in addition to caselaw updates from the Office of Hearings and Appeals, the Government Accountability Office, and the Court of Federal Claims.

Developments re: Size and Status Recertification
Join a discussion by Crowell & Moring Government Contracts attorneys Olivia Lynch and Michael Samuels regarding the current state of the Small Business Administration’s regulations—and the Office of Hearings and Appeals and Government Accountability Office caselaw interpreting the same—with respect to size and status recertifications as well as how SBA has proposed to materially update the recertification rules in a recent proposed rulemaking (discussed here).  Not only is SBA proposing that the impact of a recertification following a merger, acquisition, or novation on a multiple award contracts would render the entity ineligible for future awards but SBA is proposing to eliminate the longstanding exception for Federal Supply Schedules and expand the timeliness triggers for size protests under MACs.
