In the first quarter of 2025, the U.S. Government has issued a myriad of policy statements and Executive Orders with far-reaching impacts for government contractors and grant recipients. Many federal government agencies have directed contractors and grant recipients to stop work, de-scope contracts, and issued termination notices. In addition to these official directions, many agencies are engaging in less formal communications with contractors and grant recipients regarding these executive directives and orders, creating confusion and uncertainty as to performance and compliance under the contracts and grants. The impacts of these policy directives and their implementation are significant – for private companies, non-profits, and universities.
In this webinar, Crowell attorneys focusing on U.S. government contracts and grants will provide updates on the current state of play regarding:
• Stop Work Orders
• De-Scoping Contracts and Grants
• Partial and Full Terminations for Convenience
• Other government communications and directives
Our discussion will focus on the steps that contractors and grant recipients can take now, to preserve your rights and protect the bottom line. This includes responding to and negotiating with government counterparties, providing notice where required, and how to think about cost recovery strategies for affected contractors and grant recipients.
This complimentary webinar is for government contractors only, no outside law firms, government personnel, or press.

The landscape of AI governance and regulation is shifting. Following the release of the White House’s “America’s AI Action Plan” in July 2025 and the President’s signing of related Executive Orders, the White House has emphasized (at least rhetorically) a preference for innovation, adoption, and deregulation. But that does not tell the entire story. The Administration remains committed to exercising a heavy hand in AI, including by banning the U.S. government’s procurement of so-called “woke AI,” intervening in the development of data centers and the export of the AI technology stack, imposing an export fee for certain semiconductors to China, and assuming a stake in a U.S. semiconductor company. State legislatures are also racing to implement their own regulations, particularly around AI’s use in critical areas, such as healthcare, labor and employment, and data privacy. The many sources of regulation raise the specter of a fragmented compliance environment for businesses. This webinar will delve into the Administration’s AI strategy, going beyond the headlines to analyze:
