The Hill Names Crowell & Moring’s Jim Flood, Aaron Cummings, and Scott Douglas Top Lobbyists of 2024

Washington – December 5, 2024: The Hill named Crowell & Moring’s James “Jim” Flood, Aaron C. Cummings, and Scott Douglas to its list of Top Lobbyists of 2024. The list recognizes “go-to advocates during a year defined by unprecedented political events, legislative logjams, federal spending cut crusades and big rulemaking swings by the outgoing Biden administration.”
As co-chair of Crowell’s Government Affairs Group, Flood advocates for clients before the White House, Congress, and federal agencies. A former counsel to Senator Charles E. Schumer (D-NY) and former federal prosecutor, Flood has more than two decades of experience providing strategic government affairs and legal advice to clients facing issues in the nation’s capital. He creates successful federal government affairs strategies and teams, incorporates legal and regulatory guidance, and builds and manages coalitions on behalf of clients in the defense, energy, financial services, health care, and terrorism victims’ space.
Cummings serves as the co-chair of the firm’s Government Affairs Group and provides counsel and advocacy to clients on legislative and policy matters in a range of areas including international trade, antitrust, energy, intellectual property, life sciences, health care, energy, artificial intelligence, technology, agriculture, and national security. He has years of high-level experience on Capitol Hill, where he served as chief of staff to U.S. Senator Chuck Grassley (R-IA), the longest serving Republican Senator in history, and current president pro tempore-emeritus of the Senate. As Senator Grassley’s Chief of Staff, Cummings worked closely with other members of Republican Senate Leadership and their senior staff to advance the priorities of the Republican Caucus and to set the agenda for the Senate. Aaron also has a number of strong connections to high level nominees in the incoming Trump Administration.
Douglas, former Finance Director for U.S. Senator Mitch McConnell (R-KY), the current Senate Republican Leader, is a Senior Policy Director in the firm’s Government Affairs and Health Care groups. He also served as the Kentucky campaign manager for Bush-Cheney 2000 and as the political director for Sen. Jim Bunning’s 1998 campaign. He utilizes his deep health care policy experience to assist health care companies, managed care, long-term care pharmacies and facilities, trade associations, and others with legislation before the U.S. Congress. Douglas also advises clients on effectively using grassroots, public relations, and crisis communications as an important component of broad-based government relations strategies.
