Former DOJ Senior Attorney Amanda Shafer Berman Joins Crowell & Moring

Berman bolsters firm’s Environment & Natural Resources and Litigation Practices

Washington – January 31, 2019: Crowell & Moring LLP is pleased to announce the arrival of Amanda Shafer Berman as counsel in the firm’s Environment & Natural Resources and Litigation groups in Washington, D.C. Berman previously served as a senior attorney in the Environmental Defense Section of the United States Department of Justice and will advise clients on litigation matters related to the Clean Air Act, Clean Water Act, the Comprehensive Environmental Response, Compensation and Liability Act, and other statutes.

“Amanda has an impressive track record of successfully defending the Environmental Protection Agency in a number of complex matters,” said Elliott Laws, chair of the firm’s Environment & Natural Resources Group. “Her extensive background in environmental and appellate litigation makes her an incredible asset to clients served by both our ENR and Litigation Groups, and we are very proud to welcome her to the firm.”

In her role at the Department of Justice, Berman managed a wide range of pollution control and natural resources litigation. She briefed and argued more than a dozen cases in the federal courts of appeals, while also handling complex district court cases. She successfully resolved numerous cases through motions practice or settlement negotiations, and led several trial teams to positive litigation outcomes. Berman also counseled Department of Defense, Environmental Protection Agency, and other agency officials on how to improve the defensibility of agency actions.

Berman’s successes include defending the EPA’s inaugural climate change regulations before the D.C. Circuit; defending the EPA’s first two rounds of designations for the revised national ambient air quality standard for sulfur dioxide in the D.C. Circuit; and defending the EPA’s conclusion that parts of California have not attained the one-hour ozone national ambient air quality standard in the Ninth Circuit. Berman also defended EPA’s Clean Power Plan before the en banc D.C. Circuit.

Berman currently serves by appointment on the D.C. Circuit’s Advisory Committee on Procedures. She is a five-time recipient of the Assistant Attorney General’s Award for Excellence and received the EPA’s Gold Medal for Exceptional Service twice for defense of climate change regulations as well as the agency’s Bronze Medal for defense of air toxins regulation. Berman also taught international law for six years as an adjunct professor at the Howard University School of Law.

Berman received her J.D., cum laude, from Georgetown University Law Center, and her B.A. in international relations and Spanish, cum laude, from Johns Hopkins University.
