Crowell & Moring Partners Alex Lucas and Michael Samuels Named 2026 Law360 Rising Stars

Washington – August 3, 2026: Crowell & Moring partners Alex Lucas and Michael Samuels have been named Law360 Rising Stars for 2026, a prestigious recognition honoring attorneys whose work “belies their age” and reflects notable career achievements and leadership in their fields. Lucas was recognized in the health care category, and Samuels was recognized in the government contracts category. 

Alex Lucas has earned national recognition for her work on the No Surprises Act and other complex health care regulatory and reimbursement matters. She advises managed care organizations on dispute resolution, litigation, compliance, and policy issues, bringing a practical understanding of both the legal and operational challenges facing clients. She has also helped develop legal technology tools that provide clients with real-time updates on shifting state and federal requirements.  

Michael Samuels is recognized for his work at the intersection of government contracts and mergers and acquisitions, advising clients on complex transactions involving defense contractors, private equity investors, and other companies operating in regulated sectors. He counsels clients across the deal lifecycle, helping them identify and navigate government contracts issues, national security considerations, and regulatory risks. He also co-chairs the ABA Public Contract Law Section’s Mergers and Acquisitions Committee and maintains an active pro bono practice.
