Los Angeles — April 23, 2020: The Daily Journal named Kevin B. Kroeker, to its “Top Healthcare Lawyers 2020” list for being one of California’s leading lawyers in the area of healthcare litigation, transactions, and counseling. This is the second year in a row that Kroeker has been included on the list.
Kroeker, a member of the firm’s Health Care Group Steering Committee, was recognized for leading significant transactions in California. The publication noted that his practice focuses on providing regulatory advice to his clients, including kidney dialysis services provider DaVita Inc., Molina Healthcare Inc., and SCAN Health Plan.
In addition, the article highlights Kroeker’s ability to navigate the latest legal developments, including those related to the COVID-19 pandemic. Kroeker addressed the expansion of coverage by Medicare and other payers for telehealth services. He also commented on the relaxation of state medical licensing requirements, which allow for health care providers licensed in other states to provide services in California.
The coronavirus has launched a period of innovation in the healthcare industry, Kroeker told the publication. “We’re seeing hyperactivity in getting new regulations out in the industry, including requiring health plans to provide testing without co-payments. I have never seen so much activity come so fast. Usually these changes can take a year or longer.”
Kroeker focuses on representing health care organizations on a wide range of state and federal regulatory matters and health care transactions. He has more than 30 years of experience representing managed care plans and insurers, Medicare Advantage Organizations, Medicaid Managed Care plans, medical groups and community clinics, among others.

Washington: Crowell & Moring secured a U.S. Supreme Court victory on behalf of the Alliance for Responsible Atmospheric Policy (ARAP) and the Air-Conditioning, Heating, and Refrigeration Institute (AHRI) when the Court denied RMS of Georgia’s petition for writ of certiorari in RMS of Georgia v. Environmental Protection Agency. This ruling preserves a favorable decision by the U.S. Court of Appeals for the District of Columbia Circuit regarding implementation of the American Innovation and Manufacturing Act (AIM Act). The AIM Act provides for the phasedown of the use of hydrofluorocarbons (HFC) based on their high global warming potential. HFCs are used in many important sectors of the economy including air-conditioning and refrigeration, insulating foams, industrial solvents, aerosol sprays, and laboratory equipment. ARAP and AHRI, as associations representing businesses that produce and use HFCs and their replacements, have a vital interest in the orderly implementation of the AIM Act.
