Partner Paul Rosen Confirmed as Assistant Secretary of the Treasury for Investment Security

Washington – July 1, 2022: President Biden has nominated, and the Senate recently confirmed, Crowell & Moring partner Paul M. Rosen to serve as Assistant Secretary of the Treasury for Investment Security.

As a senior leader of the Treasury Department, Rosen will oversee the work of the Committee on Foreign Investment in the United States, an interagency group that reviews foreign investments in American businesses for national security threats.

Rosen, co-chair of the firm’s National Security Practice, joined Crowell in 2017 as a partner in the firm’s White Collar & Regulatory Enforcement, Privacy & Cybersecurity, and Government Contracts groups. He has more than 15 years of experience in national and homeland security, investigations, and law enforcement matters, including a dozen years in public service.

Inglima, chair of Crowell & Moring. “Paul brings deep experience to the Treasury Department, including years investigating and prosecuting complex financial crime at the Department of Justice and serving as chief of staff at the Department of Homeland Security.”

Prior to joining Crowell, Rosen served for more than a decade in key government positions, including as chief of staff to Department of Homeland Security Secretary Jeh Johnson. Prior to that, Rosen investigated and prosecuted financial crime in the Justice Department’s Criminal Fraud Section and was recognized by the Council of Inspectors General on Integrity and Efficiency with the Investigative Award of Excellence. 

Rosen received his law degree from the University of Southern California, and clerked for U.S. District Judge Gary Allen Feess in the Central District of California. In addition, he served on the boards of nonprofit and professional organizations, including the U.S. Anti-Doping Agency, the Los Angeles chapter of the Association of Business Trial Lawyers, the Los Angeles chapter of the Federal Bar Association, and Bet Tzedek Legal Services, which provides legal services for people living in poverty and victims of discrimination and civil rights abuses.
