Crowell & Moring Bolsters Cybersecurity and Government Contracts Capabilities with Addition of Harvey Rishikof

Washington, D.C. – May 20, 2015: Crowell & Moring is pleased to announce the addition of Harvey Rishikof as a senior counsel in the firm's Privacy & Cybersecurity Practice and Government Contracts Group. He joins the firm from the National War College at the National Defense University in Washington, D.C., where he was most recently the dean of faculty.

Rishikof focuses his practice on national security, cybersecurity, government contracts, civil and military courts, terrorism, international law, civil liberties, and the U.S. Constitution. He is a recognized leader in the fields of national and cyber security and is routinely called upon to represent the legal community at meetings and forums on national security, cybersecurity, and terrorism.

Prior to his work at the National War College, Rishikof served as senior policy advisor to the National Counterintelligence Executive (NCIX), the agency responsible for insider threat management across the Federal government. He has also served as a legal counsel to the deputy director of the FBI focusing on national security and terrorism and served as liaison to the Office of the Attorney General at the Department of Justice. Rishikof is a former Third Circuit law clerk to the Honorable Leonard I. Garth and was AA to the Chief Justice. 

Well-respected at the most senior levels of the American Bar Association (ABA), Rishikof holds multiple leadership positions, including his current tenure as chair to the Advisory Committee of the Standing.

Committee on Law and National Security and co-chair of the Cybersecurity Legal Task Force, which is appointed annually by the ABA President. He is also a lifetime member of the American Law Institute, the Council on Foreign Relations, and is a member of the Board of Visitors of the National Intelligence University.

Rishikof is committed to legal education in the area of cyber and national security. Prior to serving as dean, he was a professor of National Security Law at the National War College and dean of Roger Williams University School of Law in Rhode Island. He is also widely published and a sought-after national speaker. He co-authored, "The National Security Enterprise – Navigating the Labyrinth" (Georgetown Press, 2011), a comprehensive analysis of government agencies and their role in national security issues.
