Overview

Siyi Shen is an associate in the Environment and Natural Resources Group in the Washington, D.C. office. Her practice covers regulatory counseling, litigation, and mediation involving major environmental and statutes, including the Clean Air Act, Clean Water Act, RCRA, and CERCLA, with an emphasis on climate change, air quality, and sustainability. Siyi also has significant experience with California’s clean air and climate law, policy, and governance.

Siyi maintains an active pro bono practice, advising non-profit organizations on ESG and climate change issues involving product sustainability certifications, voluntary carbon markets, and climate-friendly employee benefits.

Prior to joining Crowell & Moring, Siyi was an attorney and researcher with one of the nation’s leading think tanks on environmental and climate change matters, where her work focused on carbon emissions trading system in California, climate change insurance law, and global plastic waste trade.

Alert! It’s That Time of Year Again: EPA Increases Fines for Civil Non-Compliance

On December 27, 2023, the Environmental Protection Agency (EPA) published a final rule in the Federal Register adjusting upward the maximum monetary civil penalties for violating its regulations. The final rule raised the minimum and maximum fines for 2024 by about 3.2 percent from their 2023 levels. The new penalty amounts became effective on December 27, 2023, and will only apply to violations that take place after that date....
