Overview

Mike is Director of Client Engagement at Crowell GovCon Strategies (GCS) in Washington, D.C. He works with defense and national security companies to navigate complex federal acquisition environments, helping clients align their strategies with government priorities, shape opportunities, and execute programs effectively. His practice focuses on defense acquisition strategy, government contracting and procurement, and budget and appropriations strategy, with particular experience supporting programs in naval warfare, shipbuilding, and emerging technologies.

Before joining Crowell GCS, Mike spent more than 15 years in defense acquisition and contracting roles across the Department of the Navy. Most recently, he served as chief of staff for the Department of the Navy Rapid Capabilities Office, where he helped stand up the organization and led business and financial operations supporting rapid capability delivery for the Navy and Marine Corps. Earlier, while serving on active duty orders at the Pentagon supporting the Deputy Assistant Secretary of the Navy for Sustainment, he led strategic planning and acquisition coordination for major infrastructure initiatives, including development of the Vice Chief of Naval Operations–endorsed Quality of Service initiative supporting the Newport News, VA area workforce.

Mike previously served as a procuring contracting officer at Naval Sea Systems Command managing major acquisition portfolios and foreign military sales programs, including execution of AEGIS combat system contracts supporting allied navies. He also supported the Navy’s Conventional Prompt Strike program, working on congressional engagement and strategic communications for the Department’s hypersonic weapons portfolio. Earlier in his career, he served as a Department of Defense Legislative Fellow in the office of U.S. Senator Tammy Baldwin, where he supported defense appropriations and oversight matters.

Mike also serves as a lieutenant commander in the U.S. Navy Reserve. Over the course of his military service, he has supported operations and missions across multiple regions, including assignments in Japan, South Korea, Afghanistan, and the Pentagon. His experience spans acquisition strategy, contracting, program management, and congressional engagement supporting complex defense capabilities and international partnerships.

He holds a Bachelor of Science in economics from the University of Maryland and is member of the Defense Acquisition Corps certified in contracting.
