Overview

Kevin Caggiano is a Government Contracts Analyst in Crowell & Moring’s New York office. He provides practice support to the Government Contracts Group on various regulatory compliance issues, contract lifecycle management, M&A transactions involving government contractors, small-business compliance and recertification, cybersecurity, facility clearances, and day-to-day application of federal acquisition procedures. He has hands on experience administrating a wide variety of contract types with federal customers such as the Department of Defense, the Intelligence Community, and the Department of Homeland Security.

Prior to joining Crowell & Moring, Kevin worked as a Subcontract Administrator for Lockheed Martin’s Rotary and Mission Systems. There, he awarded and managed a large portfolio of subcontracts in support of several ground-based radar programs. In this role, he was responsible for procuring over $50 million in key parts and components for radar systems sold to the United States Air Force, the United States Army, and international customers. Before this, he worked as a Contracts Specialist for the Charles Stark Draper Laboratory. While there, he worked in Draper’s National Security and Space group, carrying out all aspects of the contract lifecycle from solicitation to closeout for programs ranging from highly classified R&D efforts to commercial space exploration.

First Round of FAR Rewrites Released

On May 2, 2025, the Office of Federal Procurement Policy (“OFPP”) and the Federal Acquisition Regulatory Council (“FAR Council”) issued the first round of promised FAR rewrites—to Parts 1, 34, and 52—alongside a guidance memorandum for agencies subject to the FAR, Deviation Guidance to Support the Overhaul of the Federal Acquisition Regulation (“FAR Council Deviation Guidance”). The Office of Management and Budget also released a guidance memo, Overhauling the Federal Acquisition Regulation (“OMB Guidance”), that addresses the proposed implementation roadmap for the FAR overhaul.
