Overview
Kathryn Carlson is an associate in the Government Contracts Group in the firm’s Washington D.C. Office. Her practice focuses on providing government contract litigation support, including bid protests before the Government Accountability Office and the U.S. Court of Federal Claims. Additionally, she assists government contractors on all aspects of the government contracts regulatory M&A process, including due diligence, and counsels clients on a range of regulatory compliance issues, such as small business issues.
While in law school, Kathryn was an intern at the General Services Administration and the House Select Subcommittee on the Coronavirus Pandemic. Kathryn also externed at the U.S. Court of Federal Claims in Judge Lerner’s chambers.

SBA Extends Deadline for Comments on Historic Overhaul of Size Standards
On September 21, 2026, the Small Business Administration announced an extension of the comment period for two previously proposed rules that, as currently constructed, would significantly expand the pool of entities eligible to qualify for small business set-aside procurements. The extension is slated to be formally published on September 24, 2026. While the comment period was originally to close on September 21, in response to requests for additional time, SBA has extended the comment period for an additional 60 days with comments now due by November 20, 2026.
