Overview

Jennifer N. Waters is a retired partner in the firm's Energy Group in Crowell & Moring's Washington, D.C. office. She represented clients in a wide variety of energy regulatory, litigation, and transactional matters. Her clients included natural gas companies, local distribution companies, and municipal utility systems providing both gas and electric service, renewable energy companies, large energy users, and other energy industry participants. Her matters pertained to natural gas rates, services, and certificates. Jennifer focused on energy law beginning in the late 1970s and participated actively in the restructurings and transformations of the natural gas and electric industries that have occurred since then. She practiced extensively before the Federal Energy Regulatory Commission (FERC), the Courts of Appeals, the Department of Commerce, and the U.S. Congress. She is an experienced litigator in administrative and appellate proceedings. Her experience includes both FERCs and the appellate courts' rules of procedure. She also negotiated and prepared the contractual documents for a range of energy transactions. Jennifer was named one of the top lawyers in the energy field by Chambers USA. She was recognized in the field of energy law by The Best Lawyers in America and as a Washington D.C. "Super Lawyer."

Jennifer was a past president of the Energy Bar Association, former member of the American Bar Association House of Delegates, and former member of the U.S. Court of Appeals for the District of Columbia Circuit's Advisory Committee on Procedures.

Jennifer received her law degree cum laude from the Harvard Law School in 1976 and her undergraduate degree, magna cum laude, from Harvard University in 1972. Before entering private practice, she served as a law clerk for the U.S. Court of Appeals for the D.C. Circuit. She is a member of the bar of the District of Columbia.
