Overview

Conor focuses his practice on regulatory issues and litigation pertaining to the managed care industry. His unique insight into managed care stems from his experience working at a prominent health insurer.

During his tenure, he established and managed a compliance program ensuring adherence to the Mental Health Parity and Addiction Equity Act (MHPAEA) requirements under federal and state laws. Conor’s responsibilities encompassed various facets of managed care, spanning utilization management, provider participation, reimbursement protocols, and network adequacy issues. Within this capacity, he advised on new regulatory guidance and proactively identified potential compliance issues. He regularly interfaced with federal and state regulators on mental health parity and managed care issues.

Earlier in his career, Conor represented physicians in professional liability and licensing actions. In addition, he represented clients involved in complex civil litigation cases in both state and federal jurisdictions. Conor’s experience also included advising on a myriad of federal and state health care regulations.

Colorado Judge Quashes DOJ Gender-Related Care Subpoena

On January 5, 2026, District of Colorado Magistrate Judge Cyrus Chung issued a recommendation that the district court grant a motion to quash a Department of Justice (DOJ) administrative subpoena that sought records about the provision of gender-related care by Children’s Hospital Colorado (Children’s) in In re: Department of Justice Administrative Subpoena No. 25-1431-030, U.S. District Court for the District of Colorado, No. 1:25-mc-00063. The court concluded that the DOJ had failed to carry its “light” burden, noting that no other courts that had considered the more than 20 similar subpoenas issued by DOJ had ruled in the DOJ’s favor.  ...
