It has been a couple of years since the introduction of Qatar's Judicial Enforcement Law No. 4 of 2024 (the Judicial Enforcement Law), but enforcement is still a process that many do not understand. It is therefore perhaps worth a reminder of the law and its far-reaching scope. I conclude the article with a brief look at how the law has benefitted creditors.

On 4 March 2026, Qatar’s Ministry of Commerce and Industry (MoCI) issued Ministerial Decision No. (25) of 2026 (Decision), establishing a regulatory framework (Framework) for conducting commercial activities through electronic platforms that do not require a physical premises in Qatar. The Decision was published in the Official Gazette on 15 March 2026 and entered into force on 16 March 2026.

On 5 October 2025, His Highness Sheikh Tamim bin Hamad Al Thani enacted Law No. (22) of 2025 concerning Persons with Disabilities (the “Law”)— a landmark step toward strengthening social inclusion and equal opportunities for individuals with disabilities in Qatar. 

The QFC has amended Article 25A of the QFC Employment Regulations, which pertains to the application of the Retirement and Pensions law to Qatari employees working in the QFC.

On 17 October 2024, Law No. 12 of 2024 on the Qatarization of Jobs in the Private Sector was published in Qatar’s Official Gazette.

On 1 September 2024, the Qatar Financial Centre Authority (“QFCA”) and the QFC Regulatory Authority (“QFCRA”) enacted the Digital Assets Framework, a comprehensive regulatory framework that governs the creation and tokenization of digital assets in Qatar.  

The global energy crisis together with the ongoing energy transition received top billing for 2022 and, from an international disputes perspective, will continue to dominate in both the short and medium term. In particular, disputes arising from price volatility of raw materials and energy are expected to be the leading cause of disputes, followed by the construction of energy infrastructure (which was the leading cause of disputes in the last five years). International arbitration remains the clear choice for the resolution of energy disputes.

The highly anticipated 2022 revised rules of the Dubai International Arbitration Centre (“DIAC”) were approved by the DIAC’s Board of Directors on February 25, 2022. The revised rules will come into effect starting March 21, 2022 and will govern all new requests for arbitration that are submitted on or after that date.

Dubai’s government recently made significant changes to its arbitral framework as part of its effort to strengthen the position of the Emirate as a dominant center for international dispute resolution in the region. Decree No. 34 of 2021 (the “Decree”), issued by Dubai’s ruler Sheikh Mohammed bin Rashid Al Maktoum on September 14, 2021 and effective as of September 20, 2021, has fundamentally altered the existing arbitration framework in Dubai, and has the potential to have significant impacts for parties whose arbitration agreements name the now-abolished institutions.

On 29 July 2021, Law No. 8 of 2021 (the “Amending Law”) was issued amending the Commercial Companies Law promulgated by Law No. 11 of 2015 (the “CCL”). The Amending Law should come into force on 8 September 2021. We offer below an overview of the changes:
