Washington – April 30, 2026: Crowell & Moring hosted its 27th annual George Bailey Public Service Awards ceremony this month, named after the hero of the classic movie, "It's a Wonderful Life." The awards recognize the firm's lawyers and staff who have made a substantial impact on the lives of others through their pro bono efforts. 

Federal policy efforts to advance health data exchange and interoperability are continuing to change rapidly. The latest changes are the publication of two final rules by the Assistant Secretary for Technology Policy/Office of the National Coordinator for Health Information Technology (ASTP/ONC) finalizing parts of the of the Health Data, Technology, and Interoperability (HTI-2) Proposed Rule. These rules adopt requirements regarding the Trusted Exchange Framework and Common Agreement (TEFCA) (HTI-2 Final Rule), and create a new Information Blocking exception under Protecting Care Access (HTI-3 Final Rule), on December 16thand 17th, respectively.

On September 12, 2024, the Department of Health and Human Services’ (“HHS”) Office of Research Integrity (“ORI”) released a final rule updating 42 CFR Section 93, Public Health Service Policies (“PHS”) on Research Misconduct (“Final Rule”). The research misconduct rule was promulgated almost 20 years ago without subsequent revision, until now. It affects all recipients of Public Health Service funding for biomedical or behavioral research, requiring them to update their policies and procedures governing research misconduct to remain in compliance with the regulation.

In February 2024, the International Bar Association (“IBA”) released its most recent version of the IBA Guidelines on Conflicts of Interest in International Arbitration (“2024 IBA Guidelines”). In close succession, the United States Supreme Court denied a petition for certiorari for review of an Eleventh Circuit decision upholding arbitrator impartiality. These two events underscore the importance of arbitrator impartiality and disclosure of even potential conflicts of interest.
