Doha – April 5, 2021: Crowell & Moring and the German Business Council Qatar (GBCQ) held a webinar on the latest developments regarding Qatari labor and employment reforms. The virtual event, which took place on Monday, was presented by Michael Palmer, senior counsel at the firm.

Qatar has enacted Law No. 9 of 2026, amending the Labour Law issued by Law No. 14 of 2004. The amendments cover the scope of the application of the Labour Law, vocational certification, noncompete clauses, the right to strike, joint committees, dismissal grounds, and enforcement powers. Employers should review their employment practices and documentation to ensure compliance.

On 4 March 2026, Qatar’s Ministry of Commerce and Industry (MoCI) issued Ministerial Decision No. (25) of 2026 (Decision), establishing a regulatory framework (Framework) for conducting commercial activities through electronic platforms that do not require a physical premises in Qatar. The Decision was published in the Official Gazette on 15 March 2026 and entered into force on 16 March 2026.

On 5 October 2025, His Highness Sheikh Tamim bin Hamad Al Thani enacted Law No. (22) of 2025 concerning Persons with Disabilities (the “Law”)— a landmark step toward strengthening social inclusion and equal opportunities for individuals with disabilities in Qatar.
