On January 31, 2018 the Department of Defense issued its final rule and Guidebook on Commercial Item acquisition. This final rule is DoD's response to Congressional pressure to reduce barriers to entry for non-traditional contractors and streamline DoD's commercial item acquisition process. The new rule answers some questions, but it appears to retain certain unnecessary burdens that may discourage commercial contracting.
