Philip Andrew Fleming

1930–2019

Crowell & Moring remembers fondly our esteemed former partner and founding member Phil Fleming, who died on May 21, 2019 at the age of 89.

Philip was a former member of the management team and resident in the firm’s Washington, D.C. office. He was a regulatory counselor and litigator for over 40 years, focusing first on airline regulatory matters and later on energy and environmental regulatory matters. He counseled trade associations and companies on the implications of environmental and energy law on fuel use. He was named by the American Arbitration Association to its national Energy Panel. Phil graduated from Cornell University with an A.B., and, after serving in the U.S. Air Force, received his J.D. from the University of Michigan Law School.
