Overview

Edward Goetz is the manager for International Trade Services in Crowell & Moring's Washington, D.C. office. Edward leads the firm's international trade analysts providing practice support to the International Trade Group in the areas of customs regulations, trade remedies, trade policy, export control, economic sanctions, anti-money laundering (AML), anti-corruption/anti-bribery, and antiboycott. He has extensive government experience providing information and interpretive guidance on the International Traffic in Arms Regulations (ITAR) concerning the export of defense articles, defense services, and related technical data. He also assists attorneys with matters involving the Export Administration Regulations (EAR), economic sanctions, AML, anti-corruption/anti-bribery, and trade remedies.    

Edward is also the lead analyst for "Know Your Customer" (KYC) counterparty due diligence. This includes (a) research (using internal and external databases) to identify beneficial ownership, (b) screening of all counterparties against sanctions and other denied party lists, and (c) broader transactional reviews to identify any other potential red flags related to sanctions, AML, corruption, bribery, or other financial crime risks.

Prior to joining Crowell & Moring, Edward was a member of the Defense Technology Security Administration (DTSA), where he ensured ITAR compliance during international technology transfers involving commercial space hardware and defense services in the U.S., Russia, Ukraine, and Kazakhstan. He also reviewed, and approved for release, over 1,300 technical data products. From 2010 to 2013, Edward was his agency's subject matter expert for space industry Technology Transfer Control Plans. In addition to his monitoring duties, Edward authored Department of Defense technology security positions on more than 1,100 ITAR license applications for the Department of State's Directorate of Defense Trade Controls. The majority of these applications were Technical Assistance Agreements and Permanent/Temporary Export Licenses; however, he also gained valuable experience with Manufacturing License Agreements, Commodity Jurisdictions, and Voluntary Disclosures.

Edward joined the firm after 20 years of service in the U.S. Air Force. He spent the first half of his career in operational space assignments, including on-orbit satellite operations, before being selected for duty as the deputy commander of the National Reconnaissance Office's Launch Communications Operations Squadron. Prior to joining DTSA, he served as a program manager in the Military Satellite Communications Program Office at the Air Force's Space and Missile Systems Center.

Edward's government experience, combined with a solid background in export regulations, gives him the tools necessary to successfully lead client support in a variety of trade matters. Edward also is the editor of the International Trade Group’s monthly news alert "The Month in International trade."
