Christian N. Curran is a counsel in Crowell & Moring’s Washington, D.C. office, where he practices in the Government Contracts Group. His practice focuses on government contracts litigation and counseling, including bid protests, government investigations, and compliance with federal and state procurement laws and regulations.
Christian has broad experience in the government contracts arena, including bid protest litigation at both the Government Accountability Office and the Court of Federal Claims, contract claims before the Armed Services Board of Contract Appeals, prime-sub disputes, internal investigations, mandatory disclosures, transactional due diligence, Defense Contract Audit Agency audits, and compliance assessments. He also has experience in both traditional litigation and alternative dispute resolution forums, including international arbitration and mediation, and administrative proceedings before various government agencies.
Representative Experience
- Represented government contractors in investigations relating to alleged violations of the civil False Claims Act, the Anti-Kickback Act, the Procurement Integrity Act, and the Trade Agreements Act.
- Represented government contractors on bid protests at the Government Accountability Office and the Court of Federal Claims (both protestors and intervenors).
- Represented government contractors on investigations and mandatory disclosures provided to various inspector general offices and federal agencies, including the Department of Defense and the Department of the Treasury, Office of Foreign Assets Control.
- Resolved several prime-sub disputes for a major government contractor through both arbitration and mediation proceedings.
- Conducted transactional due diligence and counseling for acquisitions and sales of government contractors.
- Reviewed contractor compliance programs and provided practical advice and gap analyses for contractors overhauling their compliance regimes.
Christian also maintains an active pro bono practice, representing service disabled veterans before the U.S. Court of Appeals for Veterans Claims and the Board of Veterans Appeals, and volunteering for legal clinics run by the D.C. Bar.
Christian is a graduate of the American University (B.A. cum laude, with university honors), where he received his degree in political science and C.L.E.G. (Communications, Legal Institutions, Economics, and Government) and was a student athlete with the American University Rowing Club. He also helped found, and is still actively involved in, the Friends and Alumni of American University Rowing organization (providing alumni support to the club). Christian received his law degree from the Catholic University of America (J.D. cum laude), where he also served as a production editor on the Catholic University Law Review.
