On April 4, the President announced the members of the Defense Base Closure and Realignment Commission (BRAC). Key near-term dates are May 16 for the Pentagon's closure recommendations and September 8 for the BRAC to make its recommendations, ultimately leaving it to the President and Congress to accept or block the entire package.

On April 24, 2024, President Biden signed into law the National Security Supplemental fiscal package, which includes significant new sanctions and export controls authorities.
