James J. Regan

Overview

James Regan is a government contracts partner. He represents clients in a wide variety of government contracts and healthcare recovery matters, including contract claims and protest matters before the Court of Federal Claims, Federal Circuit, and GAO. Mr. Regan also regularly handles compliance reviews, GSA schedule counseling issues, and civil fraud matters. Resident in the firm's Washington, D.C. office, he serves as the U.S. liaison to our European offices located in London and Brussels, and is the former head of the Government Contracts Group. Jim formerly served as the chief counsel of the General Services Administration Board of Contract Appeals and was the chief fact finding official for the GSA Debarment and Suspension Board. Jim has been significantly involved in responding to Inspector General, Congressional, and GAO audits regarding the services and product sectors. Over many years, he has counseled companies, both international and domestic, who have or want to become new entrants to the public procurement market of selling goods and services to the federal and state/local governments. He also is very active in assisting technology, manufacturing, and healthcare companies in various types of recovery matters.

Jim is a recognized authority in procurement litigation before the federal courts and specialized federal and state administrative tribunals. Jim also is a member of the firm's Privacy & Cybersecurity Group which has assisted a large number of companies in the adoption and implementation of regional and global compliance programs.

Jim is a former long-standing member of the firm's Management Board. He also is a frequent lecturer and author on federal procurement topics. Jim has taught the Federal Publications Course on GSA/VA Schedule contracting for many years. He has served as the vice chairman of the Bid Protest Committee of the Public Contract Law Section of the American Bar Association.
