Marcia Pulcherio


Marcia Pulcherio has over 10 years of international professional experience bridging interests of clients across Latin America, the United States, and Europe. With a focus on international trade, compliance, and regulatory law, Marcia has assisted governments and the private sector in multilateral negotiations, investigations, and dispute settlement.

Marcia’s practice covers the broad spectrum of international trade law. Among her specialties are U.S., EU and UK sanctions regulations and export controls regimes. They also include trade remedy/trade defense investigations (anti-dumping, countervailing, and safeguard investigations) before the European Commission, the U.S. International Trade Commission, and the U.S. Department of Commerce. Marcia also has experience representing governments in bilateral and multilateral negotiations and in international disputes before the World Trade Organization. 

Marcia’s international regulatory compliance practice covers international anti-money laundering regulations and anti-corruption laws, such as the U.S. Foreign Corrupt Practices Act, the UK Bribery Act, and the Brazilian Clean Company Act. She has conducted internal investigations for clients involved in the Car Wash Operation in Brazil and developed and implemented compliance programs.

Marcia is an adviser and litigator, in particular for exporters of agricultural (sugar, honey, tomatoes) and industrial (steel, aluminum, wood) products. She also advises clients on trade policy matters before local regulatory authorities in the United States and Europe.

  • Represented foreign producers and exporters in antidumping investigations before ITC and DOC, where no duties were applied.
  • Advised the Brazilian government during consultations in connection with the WTO dispute settlement mechanism. 
  • Represented major producers within the aluminum industry in AD investigations. 
  • Represented several big and small producers of agricultural products in litigation and policy negotiation. 
  • Coordinated internal compliance investigations in multinational companies. 
  • Represented the steel industry in policy negotiations.
