Rosamond Xiang is an associate in the Washington, D.C. office of Crowell & Moring, where she is a member of the Government Contracts Group. 

Rosamond represents government contractors in diverse litigation and transactional matters. Her practice focuses on bid protests at the Government Accountability Office and Court of Federal Claims, contract disputes, ethics and compliance, and internal investigations. 

Representative Experience

  • Successfully obtained corrective actions for various protests against both civilian and defense agencies.
  • Successfully defended protest of a Department of Veterans Affairs award for IT infrastructure services.
  • Successfully defended protest of a GSA Alliant II award. 
  • Successfully defended protest of a Defense Health Agency award for services to support the Manpower & Organization responsibilities.
  • Successfully defended protest of a Drug Enforcement Administration award for accounting, finance, and administrative support services.
  • Represented government contractor in Department of Defense Inspector General proceedings.
  • Represented government contractors in various advisory matters and disputes with state governments

Rosamond is an active member of the ABA Public Contract Law Section, where she is currently one of the vice-chairs of the Young Lawyers Committee. Prior to joining the firm, Rosamond worked for seven years as a trial attorney at the Department of Housing & Urban Development, including a rotation as a Special Assistant U.S. Attorney.

Rosamond received her J.D. from the University of California, Berkeley School of Law (Boalt Hall), and her B.A. (cum laude) from Harvard College. In law school, she was an editor of the California Law Review and Berkeley Technology and Law Journal.
