Melissa Morris, a director at C&M International, focuses on analysis of free trade areas, U.S. trade policy affecting developing countries, trade and the environment, government procurement and issues related to the accession of countries to the World Trade Organization (WTO). She is also expert on policies involving trade and public health issues, including intellectual property rights, affecting pharmaceutical products and vaccines under discussion at the WTO and the World Health Organization.

Ms. Morris joined C&M International after 13 years of service in the U.S. Government largely at the Office of the US Trade Representative (USTR). She served as Chief Negotiator on tariffs and market access issues in the Uruguay Round, negotiating market access issues with more than 35 countries. She is also well versed in the operations of the GATT and its successor, the World Trade Organization. Also, at USTR, Ms. Morris administered the US Generalized System of Preferences (GSP) and the Caribbean Basin Initiative (CBI) and developed U.S. negotiating positions on non-tariff issues for the US-Israel Free Trade Agreement.

Ms. Morris' professional experience also includes a tour as director of the Office of Mexico at the U.S. Department of Commerce during the preparatory phase for negotiation of the NAFTA. She has also served as a trade expert on the staff of the House Ways & Means Committee and at the National Security Council.

Ms. Morris received a Master of Arts with honors in international politics and political economy from the Catholic University of America and holds a Bachelor of Arts, magna cum laude, in Spanish and political science from the University of North Carolina at Chapel Hill.
