Marcia Pulcherio is an associate in the Brussels office of Crowell & Moring, where she focuses on international trade and investment law, as well as compliance and regulatory law. With over ten years of international professional experience, she has a diverse background serving clients in negotiations, investigations, and litigation across Europe, the United States, and Brazil.

Her practice covers the broad spectrum of international trade law, including trade remedy/trade defense investigations (anti-dumping, countervailing, and safeguard investigations) before the European Commission, the U.S. International Trade Commission, and the Department of Commerce. She also has experience representing governments in in bilateral and multilateral negotiations, and in international disputes before the World Trade Organization (WTO).

Marcia’s international regulatory compliance practice covers international anti-money laundering regulation and anti-corruption laws, such as the US Foreign Corrupt Practices Act (FCPA), the UK Bribery Act, and the Brazilian Clean Company Act. She has conducted internal investigations for clients involved in the Car Wash Operation in Brazil, and developed and implemented compliance programs. She also has experience with U.S., EU and UK sanctions regulations, as well as export controls regimes.

Marcia is an advisor and litigator, in particular for exporters of agricultural (sugar, honey, tomatoes) and industrial (steel, aluminum, wood) products. She also advises clients in trade policy matters before local regulatory authorities in the U.S. and Europe.

  • Represented several big and small producers of agricultural products in litigation and policy negotiation. 
  • Coordinated internal compliance investigations in multinational companies.
