James (J.J.) Saulino is a counsel in Crowell & Moring's International Trade and International Dispute Resolution groups. 

In his trade practice, J.J. advises both U.S. and international clients on compliance with international trade regulations administered by the Departments of State, Commerce, Treasury, and Homeland Security. He has broad experience counseling companies on complex economic sanctions and export compliance matters. J.J. also advises private equity clients on regulatory issues associated with potential acquisitions.

In his dispute resolution practice, J.J. represents clients in the context of both commercial and investment treaty arbitrations. He has served as counsel in disputes involving the governments of Turkey, Egypt, Libya, El Salvador, and Lithuania, and in such industries as construction, tourism, mining, and manufacturing. J.J. has significant experience in issues related to damages and economic modeling, and he has conducted or assisted in several examinations of expert witnesses in arbitration hearings. 

J.J. received his J.D. from Harvard Law School, where he served as the executive student writing editor of the Harvard Law and Policy Review, the national law journal of the American Constitution Society. While in law school, J.J. served as an extern at the U.S. Department of State in the Office of the Legal Adviser and as an intern at the U.S. Department of Justice in the Criminal Division's Office of International Affairs.

J.J. also holds a master's in public policy from the Harvard Kennedy School of Government, where his academic work focused on national security, counterterrorism, and cybersecurity. He is a fellow with the Truman National Security Project and has contributed to research publications of the Henry L. Stimson Center and the Belfer Center for Science and International Affairs. J.J. speaks and writes frequently on global trade and international law, and he has lectured at the Georgetown University Law Center and the International Law Institute.

From 2005 to 2007, J.J. was the communications director to San Antonio Mayor Phil Hardberger, a position he had held during the campaign. A native of Akron, OH, he has previously worked in elections in New Hampshire, Ohio, and Texas. J.J. received his undergraduate degree from Princeton University in 2003.

  • Conducted regulatory diligence for private equity clients in connection with potential acquisitions of software, unmanned aerial systems, and medical technology companies.
  • Represented Dutch investment group in ICSID annulment proceedings at World Bank.
  • Represented Italian winemaker in ICDR arbitration proceedings in New York.
  • Counseled U.S. automotive and manufacturing companies on compliance with the ITAR and EAR.
  • Advised U.S., Canadian, and European financial institutions on sanctions and AML monitoring and compliance issues.
