James (J.J.) Saulino is an associate in Crowell & Moring's International Trade and International Arbitration groups. 

In his trade practice, J.J. advises both U.S. and international clients on compliance with trade regulations administered by the Departments of State, Commerce, Treasury, and Homeland Security. He has experience counseling companies on export control and sanctions matters involving the Bureau of Industry and Security (BIS) and Treasury’s Office of Foreign Assets Control (OFAC). His practice also covers issues relating to tariff classifications, foreign trade zones, and various free trade agreements.

In his arbitration practice, J.J. represents clients in both commercial and investor-state arbitrations. He has served as counsel in disputes involving the governments of Turkey, Egypt, Libya, El Salvador, and Lithuania, and in such industries as construction, tourism, mining, and manufacturing. J.J. has significant experience in issues related to damages and economic modeling, and he has conducted or assisted in several examinations of expert witnesses in arbitration hearings. 

J.J. received his J.D. from Harvard Law School, where he served as the executive student writing editor of the Harvard Law and Policy Review, the national law journal of the American Constitution Society. While in law school, J.J. served as an extern at the U.S. Department of State in the Office of the Legal Adviser and as an intern at the U.S. Department of Justice in the Criminal Division's Office of International Affairs.

J.J. also holds a master’s in public policy from the Harvard Kennedy School of Government, where his academic work focused on national security, counterterrorism, and cyber security. He is a fellow with the Truman National Security Project and has contributed to research publications of the Henry L. Stimson Center and the Belfer Center for Science and International Affairs.

From 2005 to 2007, J.J. was the communications director to San Antonio Mayor Phil Hardberger, a position he had held during the campaign. A native of Akron, O.H., he has previously worked in elections in New Hampshire, Ohio, and Texas. J.J. received his undergraduate degree from Princeton University in 2003.

  • Represent Italian winemaker in ICDR arbitration proceedings in New York.
  • Counsel U.S. aerospace company and U.S. manufacturing company on compliance with the ITAR and EAR.
  • Advise U.S. consumer products company on CBP import regulations and tariff issues.
  • Design sanctions and AML monitoring and compliance program for financial services company and U.S. retailer.
