Herbert J. Martin is a retired partner of the firm's Washington, D.C. office and is one of the firm's former managing partners, as well as a founding member of the firm. He was a member of the firm's
Energy Group. He received a B.A. in English in 1965 and a M.A. in 1966 from Fordham
University. In 1971, Herb earned a law degree from Catholic University, where
he was articles editor of the Catholic University Law Review. He served as a law clerk
for the Honorable William B. Jones of the U.S. District Court, Washington, D.C. from
1971 to 1972.
Herb was a member of the Center for Public Resources' Utilities Committee, and he
participated in drafting two monographs: "Alternative Dispute Resolution for Utility
Industry Business Disputes" and "Negotiated Settlement of Utility Regulatory
Proceedings—Recommended Practices."
