Denise McLaughlin focuses her practice on construction, infrastructure, and major projects. She has over 13 years’ experience advising clients on legal strategy and managing risks on major projects in the U.K., Australia, and MENA.

Denise regularly advises a range of project participants (including funders, governments, owners, and contractors) on both bespoke and standard form contracts.

Representative Matters

  • Representation of the Hamad International Airport on a variety of construction and consultant matters. This multibillion-dollar project is Qatar’s largest transportation infrastructure project to date.
  • Representation of Qatar Airways in construction projects, including a new greenfield airport in Africa.
  • Acting for the Diwan of the Royal Court to prepare Oman’s first PPP law.
  • Representation of a prominent investment bank on the preparation and negotiation of project documents for the design build, operation, and transfer of a 4,000-bed integrated workers accommodation community project in the State of Qatar (DBOT).
  • Advising a listed Qatari entity preparing to submit bids for various PPP projects, including the West Bay and Doha Central Car Park Project; Doha Truck Park Project; and Doha Schools Package 2.
  • Representation of a Qatari entity on drafting and negotiating a development agreement for the construction of residential towers in Lusail City, Qatar, including community facilities and retail space.
  • Acting for a Western Australian Government authority on the development of Yagan Square, a major rail and retail hub and flagship public space within the Perth City Link (AU$73.5 million).
  • Representation of an Australian subcontractor in relation to the QEII Carpark Project, one of the first PPP projects in Western Australia for a number of years (AU$104 million).
  • Representation of a major mining services contractor in relation to the civil engineering package of works for the ICHTHYS Project, Western Australia. 
  • Representation of a major Australian mine owner on the EPC contract for a new iron ore processing plant in the Pilbara (AU$750 million).
