Brian C. Elmer is a retired founding partner in the Washington, D.C. office of the law firm of Crowell & Moring LLP. He is former chairman and a member of the firm's management committee and former chairman of the firm's Corporate and White Collar & Regulatory Enforcement groups. He graduated from Cornell University in 1960 and the University of Michigan Law School in 1962, and served as a law clerk in the U.S. Court of Appeals for the District of Columbia Circuit.

Brian was admitted to the bar in Michigan and the District of Columbia. He was a member of the American and District of Columbia Bar Associations and was listed in Who's Who in America, Who's Who in American Law and International Who's Who of Business Lawyers.

Brian was a co-author of Government Contract Fraud published by Federal Publications Inc., as well as numerous articles and papers. He frequently lectured on the subjects of criminal and regulatory investigations and business fraud, including, for example, procurement, securities, customs, export controls, environmental, and corrupt practice matters.
