The New York Times speaks with partner Michael Atkinson, former chief watchdog of the nation’s 17 intelligence agencies, regarding the case involving the couple accused of attempting to sell some of America’s most closely guarded submarine propulsion secrets. Atkinson says it was very unusual for a foreign country to allow its embassy or other facility to be used to send a signal to a suspect being pursued by the F.B.I., noting that the country’s willingness to do so suggests its cooperation with the U.S. throughout the investigation.
