Crowell & Moring’s Government Contracts Group Adds Two Partners

Former Head of the Office of Federal Procurement Policy and International Government Contracting Partner to Join Team

Washington, D.C. – May 14, 2007: Angela B. Styles, the former Administrator for Federal Procurement Policy within the Office of Management and Budget (OMB) at the White House, and international government contracts lawyer Robert Nichols have joined Crowell & Moring LLP’s nationally recognized Government Contracts Group. The two Washington, D.C. partners increase the depth and breadth of the firm’s government contracts practice, which is ranked as one of the deepest and most versatile in the nation for representing leading multinational companies as well as emerging businesses in the full range of government contracts counseling and litigation matters.

As the former Administrator for Federal Procurement Policy at OMB from 2001-2003, Styles was responsible for the policies and regulations governing $240 billion a year in purchases by the federal government and led presidential initiatives on public-private competition, contract bundling, small business procurement, and purchase card reform. Concentrating her practice in the area of federal procurement law and litigation, Styles represents companies ranging from traditional defense contractors to new technology entrants to the federal marketplace. She advises clients on a wide range of issues including traditional counseling, claim disputes, cost accounting, compliance reviews, executive branch lobbying, and congressional and executive branch investigations. Styles received her J.D. from the University of Texas School of Law.

Nichols focuses his practice on both domestic and international government contracts matters, with significant experience in traditional counseling, compliance, cost accounting, export controls, foreign military sales, international dispute resolution, and litigation. His international practice concentrates on advising clients supporting U.S. foreign policy in developing, conflict, and post-conflict countries, such as Iraq, Sudan, and Afghanistan. In this realm, he has represented companies in energy, logistics, and security issues as they handle the unique challenges of operating internationally, such as complying with the Foreign Corrupt Practices Act, managing export control issues, and negotiating relationships with foreign governments. He also advises on security clearance issues and assists foreign companies in creating a U.S. footprint for government contracting. Nichols began his career by serving on active duty as a Judge Advocate General in the Honors Program of the U.S. Army Corps of Engineers. He obtained his J.D. from Arizona State University College of Law and an LL.M. in international and comparative law from the Georgetown University Law Center. Nichols is the chair of the International Government Contractor legal analysis letter published by Thomson West.
