Crowell & Moring Elects Nine New Partners and Promotes 15 Associates to Counsel

Washington, D.C. – January 4, 2016: Crowell & Moring LLP is pleased to announce that it has elected nine attorneys to the firm's partnership, effective January 1, 2016. The firm has also promoted 15 associates to the position of counsel. The new partners and counsel have been promoted from within the ranks of the firm's Washington, D.C., New York, and Orange County offices, and underscore the firm's commitment to its Antitrust, Health Care, Insurance/Reinsurance, Government Contracts, Advertising & Product Risk Management, Mass Tort, Product, and Consumer Litigation, International Trade, Aviation, Administrative Law & Regulatory, and Intellectual Property Groups.

The newly elected partners of 2016 are:

Olivier N. Antoine (New York) - Antoine is a member of the firm's Antitrust Group. His practice involves antitrust counseling on a broad range of competition and antitrust law matters in the United States and abroad, with particular focus on mergers, acquisitions, and joint ventures, as well as U.S. and international monopolization issues. Antoine has extensive experience representing corporate clients in merger and antitrust investigations before the Federal Trade Commission, the Department of Justice, the European Commission, Mofcom, and other foreign antitrust agencies. Antoine received an LL.M, cum laude, from Fordham University School of Law, a Diplome D'Etudes Approfondies, (LL.M), cum laude, from the University of Paris I, Panthéon-Sorbonne, and a Maitrise en droit, (J.D.), cum laude, valedictorian, from the University of Paris I, Panthéon-Sorbonne. Antoine is the chair of the International Antitrust and Competition Law Committee of the International Law and Practice Section of the New York State Bar Association and also serves as a member of the Steering Group for the International Antitrust Law Committee of the American Bar Association Section of International Law.

A. Xavier Baker (Washington, D.C.) – Baker is a member of the firm's Health Care Group. He focuses his practice on complex regulatory counseling and litigation matters, fraud and abuse issues, internal investigations, health care transactions and contracting, health reform initiatives and compliance under the Affordable Care Act, and other matters for health insurers, health care providers, and other health care entities. Baker has experience in a variety of areas of health care law, including contract negotiations with the federal employee health benefits program, Medicaid fraud litigation, provider contracting, and privacy matters. Baker received his J.D. from Duke University School of Law, and a master's degree concurrently with his undergraduate degree from Boston College. Baker serves on the Board of Directors for the McClendon Center, a non-profit behavioral health care provider that offers community-based mental health services in downtown D.C. He is also a member of the American Health Lawyers Association, where he serves as the vice chair of membership for the Payers Plans and Managed Care Practice Group.

Michael T. Carolan (Washington, D.C.) – Carolan is a member of the firm's Insurance/Reinsurance Group. His practice focuses on litigating and arbitrating domestic and international disputes involving reinsurance, complex insurance coverage, and brokers' liability. Carolan has represented both company and intermediary clients in life, health, and property/casualty disputes regarding issues such as policy and contract interpretation, yearly renewable term reinsurance premiums, notice, underwriting practices and claims management, life settlements, reinsurance allocations, follow the fortunes and follow the settlements, rescission, fraud, misrepresentation, and sunset and commutation clauses. In addition to dispute work, Carolan counsels clients on business and settlement strategy, insolvency and liquidation issues, and ECO/XPL and bad faith exposures. Carolan received his J.D. from The George Washington University Law School and his B.A. from the University of Michigan.

Brian Tully McLaughlin (Washington, D.C.) – McLaughlin is a member of the firm's Government Contracts Group. His practice focuses on litigation, specifically trial and appellate work, in a variety of complex claims and disputes. He specializes in defending contractors sued under the False Claims Act, representing them at all stages of litigation, while helping clients navigate government investigations and conduct internal investigations as well. McLaughlin also specializes in affirmative claims recovery matters, advising government contractors on potential claims and representing them in proceedings before administrative boards of contract appeals and the Court of Federal Claims as well as international arbitrations. McLaughlin has appeared and tried cases before judges and juries in federal and state courts and administrative boards, and he has argued successful appeals before the D.C. Circuit, the Federal Circuit, and the Fourth Circuit. He also values working on a variety of pro bono cases and has been recognized for his commitment to public service. McLaughlin received his J.D. from the University of Virginia School of Law and his B.A. from the University of Virginia.

April Nelson Ross (Washington, D.C.) – Ross is a member of the firm's Advertising & Product Risk Management and Mass Tort, Product, and Consumer Litigation practice groups. She focuses her practice on litigating complex health care, tort, and commercial disputes, with particular experience in class actions and multidistrict litigation proceedings. She has represented insurers, managed care organizations, and managed behavioral healthcare organizations in class actions and multidistrict litigation proceedings in both federal and state courts, as well as in arbitration proceedings. Ross' products liability and torts litigation experience includes defending clients in crisis management, environmental exposure mass actions, class actions seeking medical monitoring, nationwide product liability class actions, and international aviation MDL proceedings. In addition to her litigation practice, Ross advises clients on a full range of product liability and risk management issues. Ross earned her J.D., Order of the Coif, with high honors, from Duke University School of Law and her B.A. from the University of California at Berkeley.

Alexander H. Schaefer (Washington, D.C.) – Schaefer is a member of the firm's International Trade Group and represents clients contending with U.S. import regulations, including the customs and trade remedies laws. Schaefer assists clients with a broad range of Customs issues, including tariff classification, import valuation, focused assessment audits, penalty proceedings, prior disclosures, reconciliation, special duty programs, and free trade agreements. Schaefer received his J.D. from George Mason University School of Law and his B.A. from Cornell University.

Chahira Solh (Orange County) – As a member of the firm's Antitrust Group, Solh is a complex litigator, focusing on antitrust and unfair competition law. Her practice includes defending clients in civil antitrust litigation as well as representing many Fortune 500 companies as plaintiffs in antitrust recovery actions. Solh provides counseling on mergers, acquisitions, joint ventures, trade association law, cartel enforcement, the Robinson-Patman Act, and distribution and vertical issues, including pricing policies. Solh earned her J.D. from Northwestern University School of Law, where she served as managing editor of the Journal of International Human Rights, and a B.A. in both economics and history from the University of California, Los Angeles. She is a vice chair of the Young Lawyers Divisions Antitrust Law Committee of the Antitrust Section of the American Bar Association.

Marc L. Warren (Washington, D.C.) – Warren is a member of the firm's Aviation and Administrative Law & Regulatory practice groups. Warren has a wide range of experience in aviation matters, including those involving U.S. and foreign airlines, aerospace manufacturing, unmanned aircraft systems, commercial space transportation, airports and infrastructure, business aviation, product certification, safety management systems, government contracts, rulemaking and policy, and litigation and government investigations. He also has significant experience in government ethics, complex investigations and regulatory enforcement, national security law, public international law, and military law. Warren received his LL.M. from The Judge Advocate General's School, U.S. Army, a master of strategic studies from the U.S. Army War College, and both his J.D., with honors, and B.A. from the University of Florida. He is an adjunct professor at The George Washington University Law School.

Deborah H. Yellin(Washington, D.C.) – As a member of the firm's Intellectual Property Group, Yellinfocuses her practice on intellectual property portfolio management, patent procurement, counseling and litigation. Her practice has involved assisting both large and small clients with the creation and implementation of intellectual property protection and procurement programs. She works with clients to develop creative solutions to managing intellectual property assets. Yellin counsels clients regarding domestic and foreign patent filings and provides world-wide patent portfolio oversight. Yellin received her J.D. from The George Washington University Law School, her M.P.H. from The George Washington University School of Medicine, and her B.S., magna cum laude, from Tufts University.
