ABA Releases "The Practitioner's Guide to Suspension and Debarment," Edited by Crowell & Moring Attorney

Richard "Dick" Bednar Serves as Editor-in-Chief and Principal Author of New Edition

The American Bar Association (ABA) Section of Public Contract Law's Committee on Debarment and Suspension releases the third edition of The Practitioner's Guide to Suspension and Debarment, which discusses in depth the expanding decisional law and regulations governing suspension, debarment and exclusion of business and individuals from government contracts and participation in benefit programs. The book contains a historical overview and emerging trends in the law, plus practical techniques to avoid or challenge these actions when imposed. Also included is an up-to-date list of agency debarment officials. This new edition expands the treatment of the collateral consequences, both in Federal and state programs, and the new rule on non-procurement (benefits) suspension and debarment.

Richard "Dick" J. Bednar, Senior Counsel to the Washington, D.C. office of Crowell & Moring LLP, specializes in the government contract law areas of contract claims, internal investigations, ethics and compliance issues, and suspension and debarment. McHale of the US Securities and Exchange Commission; Steven Shaw of the Department of the Air Force; and Donald Suda from the General Services Administration.
