The Washington, DC, office of Crowell & Moring has appointed a former assistant director at the Federal Trade Commission as a partner.

The global antitrust group at Crowell & Moring has added to its expertise by hiring a lawyer who has more than 15 years’ experience in government and private practice matters.

Alexis Gilman has joined from the United States Federal Trade Commission (FTC), where he worked as assistant director of competition. Prior to this, he worked as an associate in the antitrust practice group at Morgan, Lewis & Bockius, where he represented clients in the private equity, pharmaceuticals and chemical industries in foreign merger investigations and civil antitrust matters.

Among his work at the FTC, Gilman had lead roles in, and oversaw investigations and enforcement against companies in the healthcare, supermarkets, distribution services, casinos, online gaming and consumer goods sectors.

His practice also included assisting in the assessment of high-profile mergers and acquisitions and related litigations, such as Sysco and US Foods, DraftKings and FanDuel, as well as Staples and Office Depot.

At Crowell & Moring, Gilman will continue to focus his practice on the healthcare, retail and food and beverage sectors.

Shari Ross Lahlou, co-chair of the antitrust group, said in a statement: “Alexis brings a wealth of experience handling significant antitrust investigations and litigations, in particular in the health care industry,” adding that “given the increasing consolidation in the health care industry, his experience with mergers and acquisitions involving hospitals and other health care providers will be of great value”.

Gilman’s addition marks a spell of growth for the firm’s antitrust group which hired Juan Arteaga, the former deputy assistant attorney general for civil enforcement at the Department of Justice’s antitrust division, joined the firm in New York as a partner in August.

Elsewhere, earlier this month, FTI Consulting’s subsidiary, Compass Lexecon, hired Shankar Iyer as executive vice president in Washington and New York. His experience includes product liability litigation and consumer fraud disputes before the FTC.

Meanwhile, Latham & Watkins welcomed back Alan Devlin, the former acting deputy director of the FTC, as a partner in its litigation and trial department in Washington.

The Washington arm of Kirkland & Ellisantitrust and competition practice capabilities expanded last month when Carla Hine joined as a partner from McDermott Will & Emery, where she was a partner for more than 12 years.

Deborah Feinstein, the former director of competition at the FTC, re-joined Arnold & Porter Kaye Scholer as head of its antitrust group in July this year.

The FTC is still to appoint its permanent leader, with acting chair Maureen Ohlhausen currently holding the fort; although Bloomberg reported this month that President Trump is likely to favour outside candidate Joseph Simons, currently an antitrust litigation partner at Paul, Weiss, Rifkind, Wharton & Garrison, for the role.
