Procurement Reforms in the 2008 DOD Authorization Bill

The revised 2008 Defense Authorization Bill, which has been sent to the President for signature after an initial veto, continues to contain the most far-reaching acquisition reforms in many years. Title VIII of the Bill includes provisions making significant changes that affect competition and protest rights for task and delivery order contracting, oversight and audits of Iraq and Afghanistan contracting, commercial item contracting, the procurement of items containing specialty metals, and the public disclosure of certain audit findings involving contractor operations by agency Inspectors General.
