Report Highlights Problematic Katrina Contracting Practices


Expanding on presentations made at the October 20, 2005, seminar, In the Storms' Wake: Katrina, Rita and Beyond , co-sponsored by Crowell & Moring, Marc Efron, in the February 7, 2006, BNA Federal Contracts Report identifies traditional contracting vehicles and strategies that could have been, but apparently were not, used to respond to the emergencies created by Hurricanes Katrina and Rita. Marc argues in Disaster Relief Contracting: Tools to Respond Do Exist (, that better planning and wiser use of existing procurement tools, not drastically new contract regimes, are needed to respond effectively to inevitable future emergencies.
