Iraq Delays Enforcement Of Certain Laws

On the eve of contractors losing immunity under CPA Order 17, the Iraq Ministry of the Interior issued an order [PDF] delaying enforcement of certain areas of the laws during an undefined transition period in which the U.S. and Iraq will establish procedures to facilitate full compliance with Iraqi law. During this transition period, no law enforcement or other legal action will be taken against the United States or its affiliated contractors in the areas of licensing and registration of security contractors; vehicle registration; licensing of pilots and aircraft; customs, duties, tariffs, and inspections; and the procedures for entering and exiting Iraq, but all other Iraqi laws apply to contractors starting January 1, 2009.
