Shauna E. Alonge is a partner in the law firm of Crowell & Moring LLP, where she is a member of the Government Contracts and Health Care practice groups. Prior to joining the firm, Ms. Alonge was a member of the Office of the General Counsel for the Department of the Navy. She received her undergraduate degree in 1977 and her law degree in 1979 from Tulane University.
Ms. Alonge's law practice emphasizes procurement ethics, defense of criminal and civil fraud matters, including qui tam (whistleblower) suits under the civil False Claims Act, suspension and debarment, and ethics and compliance program matters. She has represented government contractors and health care providers in connection with voluntary disclosures before federal agencies, including the Department of Justice and the Departments of Defense and Health and Human Services. In addition, she handles bid protests and has managed and conducted complex internal investigations, corporate compliance reviews, and training programs for the Firm's clients. She is co-author of the 1987 Government Contractor Briefing Papers article, "Ethics in Government Procurement/Edition II." She also has litigated defective pricing appeals before the Armed Services Board of Contract Appeals.
Ms. Alonge has considerable experience in compliance, most recently with an emphasis on federal health care law. She has conducted numerous compliance reviews for contractors to the Defense Department and civilian agencies, including Medicare fiscal intermediaries and carriers, on issues as diverse as purchasing and subcontracting, Truth in Negotiations Act, cost allowability and allocability, the anti-kickback act, ethics and compliance programs, and procurement integrity. She also has managed complex fraud matters and defense of qui tam suits.
Ms. Alonge has been a lecturer on procurement law and ethics at the National Law Center, George Washington University School of Law, and for Federal Publications.
Ms. Alonge is admitted to practice law in the Commonwealth of Virginia and the District of Columbia. She is also a member of the American Health Lawyers Association and the District of Columbia and Virginia Bars.
