Rosemary K. Carson is an associate in Crowell & Moring LLP's complex litigation group. Rosemary specializes in sophisticated business litigation, providing counsel and addressing claims involving contract formation and breach, bidding (preparation, substitution, protests), unfair business practices, public and private construction contracting and defect/delay claims, extraordinary construction remedies (mechanics liens, stop notices, bond claims and prompt pay laws), labor and employment issues such as wage/hour compliance (including Federal and State prevailing wage issues), harassment and separation/termination, and insurance coverage.

Rosemary works closely with clients in all aspects of litigation including: early assessment and minimization of liability exposure; cost-effective dispute avoidance and resolution; strategy development for mounting a defense or prosecution; conducting and responding to massive, complex litigation; drafting pass-through, settlement, mediation and arbitration agreements, and litigating cases through trial. Rosemary's heavy experience in multi-party litigations enables her to act as a key liaison between clients, opposing counsel, public entities and officials, various experts, and joint defense or prosecution teams.

Rosemary's representative experience includes: representation of the prime contractor and various subcontractors in a highly-successful eight-week trial involving disputes against a County as owner, the project engineer and the structural engineer concerning defective concrete specifications for a four-story parking structure that created a nine-month project delay; representation of a contractor in dispute with the U.S. Government wherein the latter sought to void multiple contracts and recoup all monies paid to the contractor based on alleged errors in the initial bid for construction of military bases; successfully argued bid protest for contractor seeking award of landscaping project for a local community college school district; counseled contractor regarding internal employment issues, including procedure for layoffs and severance agreements under California law; assisted contractor in collecting payment from project developer in financial crisis.

Rosemary has a B.A. in political science from Pitzer College and a J.D. from UCLA Law School. While at UCLA, Rosemary served as Associate Editor and Chief Articles Editor for the UCLA Women's Law Journal and also participated in the Moot Court Honors program. In addition, Rosemary completed a summer judicial clerkship for the Honorable Calvin K. Ashland, Chief Judge of the U.S. Bankruptcy Court, Central District.
